The inclusion of Costa Rica in the French list of fiscal paradises and the international pressure for the opening of tax transparency would be strong factors in the actions that Costa Rica will take with regards to the handling of the bank secret in the country. La República Newspaper consulted lawyer of Facio & Cañas, Manuel González, on this matter in its edition of March 8^th, 2010. 

To make easier the access to the country’s bank accounts for tax matter investigations would be the core of a bill of law proposed by the Ministry of Finance, to modify the Code of Tax Regulations and Proceedings.
